West Africa Forest Strategy 907

CHALLENGE
The Upper Guinea Forest, which covers six West African nations, is being severely threatened by commercial logging, slash-and-burn and plantation agriculture, weak governance, industrial-scale mining, and unsustainable bushmeat hunting.  Civil conflict adds a further strain when refugees turn to the forests for shelter and firewood.

At the same time, growing national interest in climate change and forest governance trade initiatives (REDD+, FLEGT) is encouraging radical re-thinking in fields such as timber supply and tree and land tenure. The importance of agriculture, energy security and mining to national growth strategies also has implications for forests, both positive and negative.

Development partners have the opportunity to generalize good practices and build regional capacity to confront the coming challenges in the West-Africa sub-region.

APPROACH
PROFOR supported an effort to analyze the forests sector in five countries (Cote d’Ivoire, Ghana, Guinea (Conakry), Liberia and Sierra Leone) and define elements toward an effective West African forests strategy to ensure conservation and sustainable use of forests, the maintenance of forest ecosystem services, and the fair and equitable allocation of revenues and benefits from forest resources.

RESULTS
"Toward a West African Forests Strategy" was published in draft form in April 2011. It is based on five country studies and a synthesis of regional forests sector issues. Elements from this draft strategy will inform the World Bank's future work on forests for Africa and should be helpful to a variety of development partners and forest stakeholders in defining priority areas of support.

MAIN FINDINGS
Among the country level issues which could benefit from policy support, the report singles out: 

  • restructuring of forest industry to promote value addition and foster economic growth;
  • improving forest governance and public finance management;
  • balancing supply and demand issues in export and domestic markets and addressing the issue of ‘illegal’ chainsaw logging;
  • support for small and medium forest enterprises and community forestry;
  • reforming tree and land tenure so as to favour forest conservation and regeneration;
  • reforming revenue sharing arrangements and channelling these so that these provide incentives to farmers and land owners; 
  • integrating REDD+ and other climate actions into forest policy;
  • and improving the sustainability of rural energy (wood fuel & charcoal).

Some of the  primarily sub-regional issues identified in the strategy include:

  • improving the governance of cross border trade in a context of FLEGT, and helping to harmonize sub-regional trade policies; 
  • enhancing the geographical information and forest inventory data available for sub-regional policy making and trade controls;
  • institutional capacity building to support sub-regional policy coherence;
  • investing in the cross-border dimensions of protected area management;
  • and developing awareness of the extra-sectoral implications of forest policies across the sub-region.

The objective of subsequent technical assistance funded by the FLEG Trust Fund (later part of PROFOR) was to assess the gaps in current laws and regulations which hinder or prevent effective wildlife trade law enforcement, and strengthen local capacity to protect species such as the grey wolf, red fox, marmot, brown bear and Eurasian badger.

RESULTS

The project produced a number of results including: 

--Reorganization of the Multi-Agency wildlife trade crime unit which conducts joint inspections in Ulaanbaatar markets on wildlife trade and its parts and products.
--Increased public awareness of the risks of illegal wildlife trading. A ‘Special Call’ placed in 6 national newspapers as well as additional TV coverage and debate resonated with the public.
--Increased media awareness. Recommendations to the media concerning advertisements of wildlife parts and products were followed by a large decline in wildlife advertising in Zar Medee and Shuurhai Zar newspapers. 
--Facilitated amendments to the Hunting Law.
--Developed extensive Guidelines for Wildlife Law Enforcement.

Workshop on Sustainable Productive Forest Landscapes in Mexico 394

CHALLENGE

The Government of Mexico has recently approved an ambitious Plan (PRONAFOR 2014-2018) with a vision to transform the forest sector into a competitive and socially-inclusive sector that would boost rural economy in Mexico. To achieve its objectives the PRONAFOR is based on a transversal approach, which contemplates the collaboration and coordination of its activities with a number of other government entities, including the Ministry of Agriculture. However, the multiplicity of government actors operating in the rural sector in Mexico under a set of dispersed and fragmented functions makes the necessary inter-sectoral coordination mechanisms difficult to materialize at the operational level, since experience with such mechanisms is scarce. Disseminating information and learning from the experience of successful models that have achieved territorial integration both within Mexico and abroad, will be important in order to promote the landscape approach envisioned by PRONAFOR.

APPROACH

The main objective of this activity is to equip stakeholders with information and good practices for handling challenges and opportunities to implementing a multi-sectoral and inter-institutional landscape approach. This will be done by creating a space for multi-stakeholder dialogue and analysis around the challenges and opportunities for the implementation of PRONAFOR’s landscape approach. In particular, a workshop will be coordinated and focus on the multi-sectoral and inter-institutional coordination mechanisms that are required in order to allow for the implementation of the different sectoral programs in an integrated manner at the territorial level.

RESULTS

The forum, held April 7-8, 2015, in Mexico City, gathered decision makers from the various sector administrations (agriculture, forest, finance) and levels of government (federal, state, local), as well as representatives from the civil society and the private sector. Three international experts were invited to present different experiences related to sustainable productive landscapes and to share successful experiences and knowledge focusing mainly on how different sectors interact in the territory and how different activities may be aligned in order to promote sustainable and integrated rural development. In total, 50 people attended the forum.

The report “Modelo de Intervención en las Áreas de Acción Temprana REDD+” was distributed by the National Commission on Forests (CONAFOR) in advance of the forum, guided the discussions during the two-day forum.

As a result of the forum, CONAFOR and the Ministry of Agriculture (SAGARPA) agreed on a road map (ruta crítica) to enhance collaboration both at the federal and local levels. Minutes of the forum (including the road map) were published on CONAFOR’s website. Further dissemination was done (by CONAFOR and the Bank – see the blog “Many challenges – Many rewards: working together to strengthen forest sector in Mexico”.

Zambia Forest Sector Analysis 496

CHALLENGE

Forests and related resources in Zambia represent the lifeline of rural economies and daily subsistence. The forest sector currently contributes about 5.2% to the country’s GDP, and provides formal and informal employment to about 1.1 million people. The Government of Zambia seeks to manage and enhance forest products and services in order to mitigate climate change, boost income generation, poverty reduction and job creation, and protect biodiversity.

However, Zambia currently lacks the support to effectively tap into the value of forest ecosystem services. For meaningful engagement with the government and other partners to take place, it is imperative to have a better understanding of the forest sector. This activity will support thatanalysis.

APPROACH

This activity will support efforts to strengthen Zambia’s course of action towards forest protection for livelihoods, environmental benefits, and the national economy. The main components are:

  1. Understanding forests’ contribution to rural livelihoods and the national economy: This component will fill a major knoweldge gap by delving into the importance of forests for improving livelihoods and poverty reduction, and their contributions directly to the economy and through other sectors. A key output will be a synthesis of forest contributions to livelihoods and national economy, including projected values based on current deforestation rates.
  2. Spatial assessment of the drivers of deforestation and forest degradation: In Zambia, deforestation and forest degradation is closely linked to development activities in the agricultural, transportation, energy, and extractive sectors. This component will assess forest loss by sector, with the goal of influencing relevant policy issues
  3. Forest smart management interventions: This component will chart a way forward for the World Bank’s engagement with Zambia on forestry and related sectors. The activity will produce a forward-looking synthesis of discussion points to position, as well as private sector guidelines to support rural livelihoods based on forest and forest products.

RESULTS

This activity is ongoing. The preliminary findings from the initial report indicate that the forest sector in Zambia is plagued with challenges linked to deforestation, institutional and legal lapses, land use change and competing land uses, forest diseases, lack of public and private sector investments, and lack of enough qualified to sustainably manage forests. The findings also indicate illegal logging of native species of high economic value, such as mukula, for international markets, involving a complex network of interest groups and individuals. These include individuals, traditional chiefs, government workers, and Chinese nationals. Illegal logging in rosewood alone leads to staggering losses of about US$3.2 million in revenue and estimated bribes paid to state officials of about US$1.7 million. In general, the deforestation annual rate, estimated at 250,000–350,000 hectares, results in an annual loss of US$500 million in natural capital stock. 

These preliminary findings put a spotlight on the potential contribution of the forest sector to rural livelihoods and national economy and suggest areas that should be prioritized to ensure smart-forest management interventions. At this stage, the findings are in tune with the project’s contribution to the broader development goals.

The initial report with preliminary findings as indicated above has been shared with the Forest Department for their review, and a review meeting has already been scheduled with the Bank Group. During this reporting period, the collaboration with the Forest Department has been a noteworthy aspect in the execution of the project. Given the level of commitment and collaboration, undoubtedly, the forest knowledge products and outcomes of this project hold potential to influence policy to contribute to general improved social and environmental outcomes of the forest sector in Zambia.
